    SANITARY

    SEWER SYSTEM IMPROVEMENTS PROJECT

    General Notice

    The Village of Portville (Owner) is requesting Bids for the construction of the following Project:

    Village of Portville Sanitary Sewer System

    lmprovements Project

    CWSRF No. C9-6612-02-00

    Bids for the construction of the Project will be received at the Village Hall located at 1 South Main Street, Portville, NY 14770, until May 21, 2025 at 11:00 a.m. local time. At that time the Bids received

    will be publicly opened and read.

    Bids are requested for Contract No. 14: General Construction and Contract No. 18: Electrical

    Construction. The Project includes the following Work:

    Contract No. 1A – General Construction: Work under this contract consists of the

    rehabilitation or replacement of several sanitary sewer manholes and sections of sewer main as well as improvements to the Village's wastewater treatment facility. lmprovements for the collection system generally include cured-in-place pipe lining, various manhole rehabilitation

    methods including cementitious coating, patching voids, joint sealing, and rise installation,

    replacement of existing sewer main with PVC pipe, and replacement of existing manholes with precast concrete manholes. improvements at the WWTF include installation of a head works screen, new influent pump station, new influent metering vault, and improvements to the effluent pump station.

    Contract No. 1B – Electrical Construction: Work under this contract generally consists of

    electrical improvements at the wastewater treatment facility for the new influent headworks,

    pump station, and flow meter.

    Bidding Documents may be obtained in portable document format (PDF) by emailing the lssuing Office at srenaud@squar-ggrl&ggrc. The date that the Bidding Documents are transmitted by the lssuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the lssuing Office, Neither Owner nor Engineer will be

    responsible

    for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the lssuing Office.

    No pre-bid meeting will be held during the bidding process

    Only written Requests For lnformation (RFl) will be accepted, RFI's will be accepted until 5:00 p.m,

    (Local Time) on May 16, 2025, at the attention of Project Manager, Steven Renaud via email:

    squareeng.com. lf necessary, an Addendum will be issued by 4:00 p.m. (Local Time) on May

    19, 2025.

    Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security. All bids shall

    be binding for a period of sixty (60) days after the bid opening date. The Owner reserves the right to reject any and all bids and to waive any informalities therein. Purchases made by the Owner are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and

    compensating use taxes on the cost of materials. Exemption certificates will be executed upon request.

    For all further requirements regarding bid submittal, qualifications, procedures, and contract award,

    refer to the lnstructions to Bidders that are included in the Bidding Documents.

    The Village of Portville strongly encourages Minority & Women Owned Business Enterprises and Section 3 Contractors to submit bids for this project.

    All bidders please be advised that this project may be funded entirely or at least in part from a

    Federal assistance agreement between EPA and the Village of Portville. In accordance with State, local or

    tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG)- 2 CFR Part 200,

    40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon

    Act; EPA's Disadvantaged Business Enterprise (DBE) program; Build America, Buy America (BABA) Act;

    and American lron and Steel (AlS)Act.

    The Contractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 40 CFR Part 33

    in the award and administration of contracts awarded under EPA financial assistance agreements.

    Failure by the contractor to carry out these requirements is a material breach of this contract which

    may result in termination of this contract or other legally available remedies.

    This project is subject to the Build America, Buy America Act (BABAA) requirements under Title lX of the lnfrastructure lnvestment and Jobs Act (llJA), Pub. L. 117-58, 55 70901-70953. Absent an approved

    waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis; Small

    Grants, and BABAA Minor Components.
