Project Description:
The applicant proposes to add 8.0 acres for mining of topsoil, sand and gravel to the Perkins Great Valley Pit facility, presently permitted for 10.6 acres. The applicant also proposes to increase the pond size upon reclamation from 6.5 acres to 13.0 acres and to add an additional access/haul road to the life of mine. The expansion area is located to the north and northeast of the existing facility. The hours of operation will remain the same as presently permitted. Upon reclamation, the proposed 18.6-acre life of mine would consist of approximately 13 acres of pond, 5.3 acres of meadow/shoreline habitat, and 0.3 acres of remaining access road.
The project is proposed to take place at the facility location listed above. The Department is seeking public comment on the application prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR)
Determination
Project is a Type I action and will not have a significant effect on the environment. A coordinated review
with other involved agencies was performed and a Negative Declaration is on file.

State Historic
Preservation Act (SHPA)
Determination
A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
