Description:
The Department has received and is accepting comments on an application to add 9.0 acres of land to the Armstrong Sand and Gravel Mine for the purpose of mining sand and gravel. The existing mine is permitted for 16.8 acres and the additional 9.0 acres consists of the area abutting west of the existing mine and east of the Allegheny River. The modification will also increase the approved maximum depth of excavation from 1396 feet to 1370 feet above mean sea level. The approved reclamation plan for this mine includes a recreational pond, the size of which will increase from 15.5 acres to 24.2 acres as part of this permit modification. The mine’s existing hours of operation will remain unchanged. There will be no change to the currently approved mining methods and material processing. The Armstrong Sand and Gravel Mine is located on the west side of Unverdorben Road in the Town of Portville.

Review (SEQR) Determination
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file.

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.
