ELECTION

NOTICE IS HEREBY GIVEN that the Annual Meeting and Election (the “Annual Vote”) of the Belfast Central School District (the “District”), Belfast, Allegany County, New York, will be held in the Conference Room located at 1 King Street, Belfast, New York 14711, on Tuesday, May 20, 2025 between the hours of 12:00 noon and 8:00 p.m. for the purposes of electing one (1) member of the Board of Education of the District (the “Board”), voting on the budget of the District for the 2025-2026 fiscal year, voting on the budget of the Belfast Public Library (the “Library”) for the 2025-2026 fiscal year, and transacting such other business as may be authorized by law.

AND FURTHER NOTICE IS HEREBY GIVEN that the Annual Budget Hearing of the District will be held by the Board on May 13, 2025 at 5:30 p.m. in the Conference Room, located at 1 King Street, Belfast, New York 14711, for presentation of the District’s proposed 2025-2026 budget.

AND FURTHER NOTICE IS HEREBY GIVEN that the Board will have prepared and completed a detailed statement in writing of the amount of money which will be required during the ensuing 2025-2026 fiscal year for school purposes, specifying the several purposes and the amounts for each. The amount for each purpose estimated necessary for payments to a Board of Cooperative Educational Services shall be set forth in full with no deduction of estimated state aid. Said statement will be available, upon request, to residents within this District during the hours of 8:00 p.m. to 4:00 p.m. from May 6, 2025 to May 20, 2025 (exclusive of Saturdays, Sundays, and holidays) at the District Office.

AND FURTHER NOTICE IS HEREBY GIVEN that voting at the Annual Vote shall consist of the Board election, the Library Board of Trustees election, voting on the following propositions, and voting on any other propositions that may be authorized by law and the rules of the Board to be voted on at such time:

PROPOSTION NO: 1 – 2025-2026 BUDGET

RESOLVED, that the budget for the Belfast Central School District (the “District”) for the fiscal year commencing July 1, 2025 and ending June 30, 2026, as presented by the Board of Education, is hereby approved and adopted and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in said District to be levied and collected as required by law.

PROPOSITION NO: 2 – FUNDING FOR BELFAST PUBLIC LIBRARY

RESOLVED, that the appropriation for the operation of the Belfast Public Library is $91,445, and the Board of Education of the Belfast Central School District is hereby authorized to levy and collect taxes in the District for payment thereof.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District between 8:00 a.m. and 4:00 p.m. not later than thirty (30) days before the Annual District Meeting and Election (by 4:00 PM on April 21, 2025).

Vacancies to be filled on the Board of Education are:

Five-year term to succeed the expired term of Cecy Curcio; said term to expire June 30, 2025.

Each petition shall be directed to the Clerk of the District must be signed by at least twenty-five (25) qualified voters of the District or two percent of the number of voters who voted in the previous Annual Vote, whichever is greater, must state the name and residence of the candidate, and must describe the specific vacancy for which the candidate is nominated, including at least the length of the term of the office and the name of the incumbent.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee and early mail ballots may be obtained at the office of the District Clerk between the hours of 8:00 p.m. and 4:00 p.m. Monday through Friday, except Saturdays, Sundays and holidays up to thirty (30) days prior to the Annual Vote. Completed applications must be received by the District Clerk at least seven (7) days before the Annual Vote, if requesting mail service of the ballot, or on the day before the Annual Vote, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk not later than 5:00 p.m., on the day of the Annual Vote (Tuesday, May 20, 2025).

AND FURTHER NOTICE IS HEREBY GIVEN that a list of persons to whom absentee and early mail ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk between the hours of 8:00 a.m. and 4:00 p.m. until the day set for voting, except for Saturdays, Sundays and holidays, and said list will be posted at the polling place.

AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are qualified voters of the District may request an application for a military ballot from the District Clerk by email at: GLarrabee@belfastcsed.org or at the District Clerk’s office between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, exclusive of holidays. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 4:00 p.m. on April 25, 2025. A military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. Irrespective of the preferred method of transmission designated by a military voter, a military voter’s original military ballot application and military ballot must be returned by mail or in person to the office of the District Clerk at 1 King Street, Belfast, New York 14711 and received no later than 5:00 p.m. on Tuesday, May 20, 2025, to be canvassed and counted.
