PROJECT SITE ELECTRICAL WORK
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Marcus Park Collaboration Project Site Electrical Work in the City of Olean, NY will be received by the City of Olean at the Clerk’s office, 101 East State Street, Olean, NY 14760 until 11:00 a.m.
local time on July 18th, 2025 at which time the Bids
received will be
publicly opened and read aloud.
The project consists of the following: Site lighting and electrical work as shown on the plans.
a. Site lighting poles and associated foundations, fixtures, branch circuits (including breakers in
panelboard), and lighting controls.
b. Receptacles, lighting, and
associated branch circuits (including breakers in panelboard) in
the new shelter pavilion.
c. Coordination with Site Contractor for phasing of work.
d. Site restoration of areas required for electrical trenching where no site grading is being performed by others (such as the circuit down the center of the dog park area) or in areas where electrical contractor did not perform trenching and backfill prior to Site

restoration work.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form.

Electronic copies of the Bidding Documents may be obtained, free of charge, by e-mailing Molly Vendura.
Those requesting electronic copies of the Bidding Documents will be added to a list of prospective bidders,
for the purpose of distributing any Addendum or Q&A. The date that the Bidding Documents are
transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any,
obtained from sources other than the Issuing Office. Only Bidders receiving Bidding Documents from
the Issuing Office will be allowed to submit a bid to be considered for award.
There will not be a pre-bid meeting for this project.
Only written Requests For Information (RFI) will be accepted. RFI’s will be accepted until 5:00 p.m. (Local Time) on July 8th, 2025, via email: mvendura@VenduraLA.com. If
necessary, an Addendum will be
issued by 5:00 p.m. (Local Time) on
July 11th, 2025. Q&A and/or Addendum will be distributed via email
to bidders who requested Bidding Documents directly from the
Issuing Office.
Bid security shall be furnished in accordance with the
Instructions to
Bidders.
Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to
do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted.
Bidders on this work will be required to comply with the President’s Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.
New York State Finance Law: Bidders on the contract are required to execute a New York State Finance Law Section 139-Disclosure statement.

The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations.
Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive
bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor
and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the
Contract
Documents.
Sales and Use of Tax Exemptions: The Owner is exempt from the payment of sales and compensation use
taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Owner pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Owner pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid.
BIDDERS MUST SUBMIT PRIOR TO AWARDING OF A CONTRACT A STATEMENT INDICATING THAT THEY WILL WORK TOWARD THE FOLLOWING M/WBE AND SDVOB PARTICIPATION Goals: 15% Minority
Business Enterprise Participation, 15 % Women’s Business Enterprise Participation (30 % TOTAL/OVERALL
M/WBE Participation Goal), 6% Service Disabled Veteran Business Participation.
All bids shall be binding for a period of forty five (45) days after the bid opening date. The Owner reserves
the right to reject any and all bids and to waive any informalities therein.
