    PROJECT

    ADVERTISEMENT FOR BIDS

    Sealed Bids for the construction of the Marcus Park Collaboration Project in the City of Olean, NY will be received by the City of Olean at the Clerk’s office, 101 East State Street, Olean, NY 14760 until 2:00 p.m. local time on May 30th, 2025 at which time the Bids received will be publicly opened and read aloud.

    The project consists of the following: Landscape and site improvements include but are not limited to the removal of existing restroom and concessions building and the construction of a new fenced dog park, site grading and stormwater drainage, asphalt pathways,

    concrete curbing/walkways/plaza/bench pads/seat wall, entrance archways, site lighting and electrical, water line to dog park drinking fountain, catch basin and fire hydrant relocation, tree planting and site furnishings.

    Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form.

    Electronic copies of the Bidding Documents may be obtained, free of charge, by e-mailing Molly Vendura. Those requesting electronic copies of the Bidding Documents will be added to a list of prospective bidders, for the purpose of distributing any Addendum or Q&A. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Only Bidders receiving Bidding Documents from the Issuing Office will be allowed to submit a bid to be considered for award.

    There will be a pre-bid meeting for this project on Thursday May 15 from 1:30-2:30 pm. Meet at the park entrance on W. Sullivan St. across from N. 14th St. Attendance is not mandatory, but is

    encouraged.

    Only written Requests For Information (RFI) will be accepted. RFI’s will be accepted until 5:00 p.m. (Local Time) on May 23rd, 2025, via email: mvendura@VenduraLA.com. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on May 27th, 2025. Q&A and/or Addendum will be distributed via email to bidders who requested Bidding Documents directly from the Issuing

    Office.

    Bid security shall be furnished in accordance with the Instructions to

    Bidders.

    Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted.

    Bidders on this work will be required to comply with the President’s Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.

    New York State Finance Law: Bidders on the contract are required to execute a New York State Finance Law Section 139-Disclosure statement.

    The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations.

    Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.

    Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract

    Documents.

    Sales and Use of Tax Exemptions: The Owner is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Owner pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Owner pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid.
