General Notice

The Village of Portville (Owner) is requesting Bids for the construction of the Village of Portville WWTP Improvements Project (project). Bids for the construction of the Project will be

received at the

Village Hall

located at 1 South Main Street, Portville, NY 14770, until Tuesday, June 2, 2026 at 11:00 AM local time. At that time the Bids received will be publicly opened and read.

Bids are requested for Contract No. 1A – General Construction, Contract No. 1B – Electrical Construction, and Contract No. 1C – Mechanical

Construction. The Project includes improvements to the Village’s Wastewater Treatment Plant including construction of a new

treatment tank, treatment building, site work, and

other associated equipment.

Bidding Documents may be obtained in portable document format (PDF) by emailing the Issuing Office at ameyerhofer@squareeng.com. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of

Bidding Documents, including addenda, if any, obtained from sources other than the Issuing

Office.

A pre-bid conference for the Project will be held on Tuesday, May 12, 2026 at 10:00 AM at the Village of Portville WWTP, 42 South Main Street, Portville, NY 14770. Attendance at the pre-bid conference is

encouraged but not required.

Only written Requests For Information (RFI) will be accepted. RFI’s will be accepted until 5:00 PM (Local Time) on Tuesday, May 26, 2026, at the attention of Project Manager, Andrew Meyerhofer via email: ameyerhofer@

squareeng.com. If

necessary, an

Addendum will be issued by 5:00 PM (Local Time) on Thursday, May 28, 2026.

Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security. All bids shall be binding for a period of sixty (60) days after the bid opening date. The Owner reserves the right to reject any and all bids and to waive any

informalities therein.

Purchases made by the Owner are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request. For all further requirements regarding bid

submittal, qualifications, procedures, and contract award, refer to the

Instructions to

Bidders that are

included in the

Bidding Documents.

This project is

subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction

materials used in this project must be produced in the United States.
