General Notice

The Village of Portville (Owner) is requesting Bids for the construction of the Portville Water System Improvements Project Contract No. 2A, Contract 2B, Contract 2C, Contract 2D, and Contract 2E (Project). Bids for the construction of the Project will be received at the Village Hall located at 1 South Main Street, Portville NY 14770, until Thursday, October 16th at 11:00 a.m. local time. At that time the Bids received will be publicly opened and read.

Separate Bids are requested for the following Contracts:

Contract No. 2A – Tank Site General Construction: Work under this contract generally consists of the construction of a new water storage tank, including all relevant piping and appurtenances.

Contract No. 2B – Well Site General Construction: Work under this contract generally consists of the construction of a new water treatment building, various well site improvements including groundwater well rehabilitation, and various water treatment building improvements.

Contract No. 2C – Electrical Construction: Work under this contract generally consists of various improvements associated with groundwater well improvements, water storage tank improvements, and various water treatment building improvements.

Contract No. 2D – Mechanical Construction: Work under this contract generally consists of various improvements associated with various water treatment building improvements.

Contract No. 2E – Plumbing Construction: Work under this contract generally consists of various improvements associated with a new water treatment building.

Bidding Documents may be obtained in portable document format (PDF) by emailing the Issuing Office at srenaud@squareeng.com. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing

Office.

No pre-bid meeting will be held during the bidding process

Only written Requests For Information (RFI) will be accepted. RFI’s will be accepted until 5:00 p.m. (Local Time) on October 13th, 2025, at the attention of Project Manager, Steven Renaud via email: srenaud@squareeng.com. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on October 14th, 2025.

Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security. All bids shall be binding for a period of sixty (60) days after the bid opening date. The Owner reserves the right to reject any and all bids and to waive any informalities therein. Purchases made by the Owner are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Bids will not be accepted from Bidders that have been barred from competing on public works under General Municipal Law 5A-103-b. Bids will not be accepted from Bidder’s determined to be Non-Responsive by the New York State Office of General Services. This Project is a “Covered Project” under New York State Labor Law 220-I and the Bidder must hold a valid Certificate of Registration from the New York State Department of Labor to submit a bid and at all times for the duration of the Work.

Purchases made by the Village of Portville are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request.

The Village of Portville strongly encourages Minority and Women Owned Business Enterprises to submit a bid. The Owner’s right is reserved to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.

All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between EPA and the Village of Portville. In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) – 2 CFR Part 200 (i.e. procurement standards), 40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon Act; EPA’s Disadvantaged Business Enterprise (DBE) program; and American Iron and Steel (AIS) Act.

The Owner’s right is reserved to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
