Engineering Design Services for a new Courts

Park for public use in the Village of Angelica, New York

The Town of Angelica is soliciting

proposals with estimated fee from qualified engineering/landscaping architecture firms for engineering services for the village-owned, 13-

acre property, primary area is about a 1-acre area of the old playground and volleyball court

(see attached site map) located at 21 Peacock Hill Road, Angelica, NY 14709 (a local road) for

conceptual stage and preliminary design phase to construction documents, as needed.

Proposals must be submitted in a sealed envelope and marked with the following

language:

338, Angelica, NY 14709 and electronically to

angelica.townclerk2016@gmail.com by 5 pm Friday, September 5, 2025. The town anticipates awarding the contract by September 8, 2025.

Please identify your bid as Angelica Courts Park.

Proposals will be evaluated on the following factors: Qualification, Experience and

Capacity for

Performance. To be evaluated properly, the following must be addressed in

detail:

Qualifications – List of qualifications of persons to be assigned to project.

Experience – Information regarding the firm's experience and projects previously

undertaken, including the type and amount of grants awarded, project activities, and status of

project.

Capacity for performance – Identify the number and title of staff assigned to provided

services.

The Town will designate a selection committee to evaluate each proposal. The committee may

hold proposal for a period not to exceed thirty (30) days for the purpose of reviewing the content

of the proposal and investigating the qualifications of the firm and assigned individuals.

Introduction and Background

The town of Angelica is in the process of obtaining a right for use of the land from the

Village of

Angelica. Village acquired the land at the time the Angelica Central School was merged with

another school district. The property was used for playgrounds and athletic fields. At current

time, village maintains a baseball field with dugouts, storage building and fencing in one section of the 13-acre property. The Village of Angelica has a Planning Board in place and will need to

be included on any work performed on this property. This will be done through the Town of Angelica contact.

The Town of Angelica would like to retain a professional engineering services firm to help build upon the concept to plan, design, and implement a public access courts park.

Performance Schedule

-Develop a conceptual plan with town input for court locations, lighting, improved park

access and parking.

-Deliver Public Process: We would anticipate approximately one public meeting to review

the existing conditions and concepts with the public. The town will help with public

notifications and advertisements, and town staff can provide support with the public

meeting as needed. The Town/Village will offer some context / background for any such

public presentation, so that the selected firm can focus on the current conditions.

-The Engineer will be responsible for preparing project cost estimates for application

preparation and if awarded, the selected engineer will provide all engineering services

through project closeout in ACCORDANCE WITH FEDERAL, STATE AND LOCAL

LAWS, REGULATIONS AND POLICIES. The scope of work includes but is not limited to

the following:

1.0 prepare plans and specifications.

2.0 distribute bid documents.

3.0 assist in bid opening and prepare bid tabulation.

4.0 assist in the execution of construction contracts

5.0 hold pre-construction conference.

6.0 perform construction inspection including períodic reports to the Town of Angelica

and approve all payments request.

-Refine Concepts into Preliminary Design and review with staff and planning board.

-Respond / revise preliminary design input; make final plan adjustments, and then

proceed to preparation of Final Design.

-Environmental Permitting Services (SEQR) as needed to address wetlands and storm

water drainage for public improvements.

-Phase I Archaeological Study, if needed/required.

-Guidance on Utilities – help the town / village navigate any coordination with utilities.

-Prepare Engineer's Estimate.

-Prepare Construction Documents – as needed (either for Town to do some of its own

construction; or if need, to go out to public bid).

-Courts Park will consist of but not limited to the following.

1 regulation size double tennis court.

3 regulation size pickle ball courts

2 regulation horseshoe pits

1 12 X 24 pavilion

Lighting for courts and all EXIT, restrooms, water fountain areas.

Required fencing around courts

Available seating in park area

Submission Items:

-Scope & Fee Proposal. Please provide a response in letter format outlining the firm's

proposed scope of work/task and fee, and current billing rates.

-Experience of Firm. (1 page or less). Describe, briefly, three (3) projects that best

exemplify the range of technical and professional services for a project similar to this

one. Identify project references that involve projects similar in type, size or scope to this

project and a

similar location.

This Request for Proposal (RFP) does not commit the town to award a contract, pay any cost incurred in the preparation of a proposal in response to this RFP or to procure or contract for services. The Town intends to select a qualified design consultant and negotiate an award for a contract based on the best interest and advantage to the Town of Angelica and reserves the right to accept or reject any and all responses received from the request, to negotiate with all qualified proposers, or to cancel this RFP in part or in its entirety, if it is in the best interest of the

Town to do so. Award, if selected, will be posted within 30 days of the September 5, 2025,

submit date.

The selected bidder will be required to provide the following insurance (at Minimum and or to the extent

applicable).

-Commercial General Liability of $2 million per occurrence and $4 million in the

aggregate:

-In the event that you are using a vehicle in business, Commercial Automobile insurance

with a limit of not less than $2 million.

-Professional Liability with a limit of not less than $1 million.

-Must show evidence of Worker's Compensation & Employee's Liability insurance at

state statutory

limits.

-Must show evidence of Disability insurance coverage at state statutory limits.
