PUBLIC NOTICE

PLEASE TAKE NOTICE THAT, on or about December 3, 2025, Niagara Mohawk Power Corporation d/b/a National Grid (“National Grid” or the “Applicant”) will file an application (the “Application”) to amend the Certificate of Environmental Compatibility and Public Need (the “Certificate”) issued on December 30, 1976 by the New York State Public Service Commission (the “Commission”) in Case No. 26729 (the “1976 Certificate Order”). This amendment to the Certificate concerns structure replacement on the Wellsville to Andover 115 kilovolt (“kV”) transmission line in the County of Alleghany, New York. The Certificate authorized the construction and operation of (i) an 11.4 mile overhead 115 kV transmission facility in Alleghany County from then existing tap structure No. 290, located in the Town of Wellsville, to then existing transmission line angle structure No. 201, located in the Village of Andover; (ii) a 115/34.5 kV substation in the Village of Andover; and (iii) a 115/13.2 kV substation in the vicinity of the 34.5 kV South Wellsville substation. The Certificate required the use of wood poles for the entire Certificated route. In the Application, National Grid will request Commission authorization to remove and replace one (1) wood pole structure and replace it with one (1) galvanized streel structure along the Certified route. The application will also request Commission authorization to allow for installation of steel replacement structures on all sections of the Certified route, as deemed necessary by National Grid’s review and maintenance procedures, and as approved by New York State Department of Public Service Staff through the Notice of Minor Change process, which was included as Certificate Condition 4 to the Certificate. The structure National Grid seeks to replace is located in the Town of Wellsville, Allegany County, New York.
