MEETING AND

ELECTION

HINSDALE

CENTRAL SCHOOL

HINSDALE, NEW YORK

NOTICE IS HEREBY GIVEN that a public hearing for the qualified voters of the Hinsdale Central School District,

Cattaraugus and

Allegany Counties, New York (the “District”) will be held on May 12, 2026 at 6:30 p.m., in the District’s High School Library located at 3701 Main Street, Hinsdale, New York, for the presentation of the District’s proposed budget for the 2026-27 school year.

AND FURTHER NOTICE IS HEREBY GIVEN that the annual meeting and election of the District (the “Annual Meeting”) will be held on Tuesday May 19, 2026, from 12:00 p.m. (noon) to 8:00 p.m. in the District’s lower gymnasium entrance, located at 3701 Main Street, Hinsdale, NY 14743, for the purposes of: (i) voting on the proposed budget for the 2026-2027 fiscal year; (ii) voting on a proposition to

purchase one (1) school bus and to levy the necessary tax therefor; (iii) electing one (1) member of the Board of Education of the District (the “Board”) for a five year term to

commence on July 1, 2026; and (iv) transacting such other business as is authorized by law or rules of the Board.

PROPOSITION NUMBER 1–

ANNUAL BUDGET (2026-2027)

Shall the following resolution be

adopted?

RESOLVED that the annual budget for the Hinsdale Central School District (the “District”), Cattaraugus and Allegany Counties, New York, for the fiscal year

commencing July 1, 2026 and ending June 30, 2027 as presented by the Board of Education of the District, is hereby approved and adopted and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property of the

District to be levied and collected as

required by law.

PROPOSITION NUMBER 2 –

PURCHASE OF A SCHOOL BUS

Shall the following resolutions be

adopted?

RESOLVED, that the Board of

Education of the Hinsdale Central School District, Cattaraugus and Allegany Counties, New York (the “District”), is hereby authorized to purchase one (1) school bus (and related equipment) for use in the transportation program of the District, at an estimated maximum cost of $185,000 (with such estimated maximum cost reflecting the value of any trade-ins), and to expend therefor an aggregate sum not to exceed $185,000; and be it further

RESOLVED, that the sum of $185,000 (which may include certain up-front financing costs), plus an amount for interest thereon, shall be funded by the levy of a tax upon the taxable property of the District and

collected in annual

installments as provided by Section 416 of the Education Law; and be it further

RESOLVED, that in anticipation of such tax, bonds or other obligations

(including, without

limitation, obligations arising under leases, lease/purchase contracts or installment purchase contracts having a term of not more than five years) of the District shall be issued or entered into in accordance with applicable provisions of New York State law; and be it further

RESOLVED, that New York State Transportation Aid funds expected to be received by the District are anticipated to offset a portion of such costs, and such funds, to the extent received, shall be applied to offset and reduce the amount of taxes herein authorized to be levied.

AND FURTHER NOTICE IS HEREBY GIVEN that the Board of Education will have prepared and

completed a detailed statement in writing of the amount of money which will be required during the 2026-2027 fiscal year for school purposes, specifying the purposes and amount for each. Such statement shall be completed at least seven (7)

days before the budget hearing at which it is to be presented and copies thereof shall be prepared and made available, upon request, to residents within the District during the period of seven (7) days

before the budget hearing, the fourteen (14) days

immediately preceding the Annual Meeting and on the day of the Annual Meeting. Copies of such statement may be obtained by any resident in the District at each school house in the District during the hours of 9:00 a.m. to 2:30 p.m. on and after May 1, 2026, excluding

Saturdays, Sundays or holidays, in the District Office or on our website (www.hinsdale

bobcats.org).

AND FURTHER NOTICE IS HEREBY GIVEN that all candidates for the office of member of the Board shall be nominated by petition. Each petition shall be directed to the Clerk of the District, shall be signed by at least twenty-five (25) voters of the District, state the residence of each signer, shall state the name and residence of the candidate and shall describe the specific vacancy for which the candidate is nominated, including the name of the incumbent and the length of the term of office to be filled. Each petition must be filed in the office of the Clerk of the District between the hours of 8:00 a.m. and 5:00 p.m. not later than Monday, April 20, 2026. Each

vacancy upon the Board of Education shall be considered a separate office. Nominating petitions may be obtained in the office of the District Clerk located in the District’s High School having an address of 3701 Main Street, Hinsdale, New York, during the hours of 8:00 a.m. to 4:00 p.m. Monday through Friday (except

holidays).

AND FURTHER NOTICE IS HEREBY GIVEN, that an election of members of the Board of Education will be held to fill one (1) position on the Board of Education for a five-year term commencing July 1, 2026 and expiring on June 30, 2031,

resulting from the expiration on June 30, 2026 of the term of Erinne Keim. The

candidate receiving the largest

number of votes shall be elected.

AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board under §§2035 and 2008 of the Education Law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at the Annual Meeting must comply with the Board’s adopted rules set forth in District Policy 1650. However, the Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, or any proposition which fails to include a specific appropriation where the proposition requires the expenditure of monies.

Printed copies of the policy are available at the office of the District Clerk located at the District’s High School having an address of 3701 Main Street, Hinsdale, New York, during regular business hours, Monday through Friday

(except holidays).

AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail and absentee ballots may be obtained up to thirty (30) days

before the Annual Meeting at the office of the District Clerk beginning April 21, 2026 between the hours of 8:00 a.m. and 4:00 p.m. except Saturdays, Sundays and holidays. Completed early mail and absentee ballot applications must be received by the District Clerk at least seven (7) days before the Annual Meeting, if the ballot is to be mailed to the voter, or on the day before the Annual Meeting if the ballot is to be issued personally to the voter at the office of the District Clerk. Early mail and absentee ballots must be received by the District Clerk not later than 5:00 p.m., on May 19, 2026 to be canvassed and counted. A list of all persons to whom absentee and early mail ballots shall have been issued will be available in the office of the District Clerk, where it shall be open for inspection by any qualified voter of the District between the hours of 8:00 a.m. and 4:00 p.m., in the five (5) days preceding the Annual Meeting, except Sunday, and said list will be posted at the polling place at the Annual Meeting. Any qualified voter may inspect such list and challenge the qualifications of any person on such list, by making his/her challenge and the reasons therefor known to the

Inspector of the

Election before the close of the polls.

AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm, prevailing time, on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate a preference for receiving the application or ballot by mail, facsimile or electronic mail. If no designation is indicated, the application and ballot will be transmitted by mail. Irrespective of the preferred method of transmission designated by a military voter, a military voter’s original military ballot application and military ballot must be returned by mail or in person to the office of the District Clerk located at 3701 Main Street, Hinsdale, New York, and the ballot received no later than 5:00 p.m. on Tuesday, May 19, 2026, to be

canvassed and counted.

AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the District shall be entitled to vote at the Annual Meeting. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3)

resident within the Hinsdale Central School District for a period of thirty (30) days preceding the annual vote and election. The District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons offering to vote to provide their signature, printed name and address.
