NOTICE OF

ARTICLE 10 AMENDMENT

Alle-Catt Wind

Energy LLC

(Applicant or Alle-Catt), an affiliate of Invenergy

LLC, is constructing the Alle-Catt Wind Project (Project or Facility) as authorized by the Certificate of Environmental Compatibility and Public Need (Certificate) granted by the New York State Board on Electric Generation Siting and the Environment (Siting Board) on June 3, 2020 in

Case 17-F-0282, pursuant to Article 10 of the New York Public Service Law (PSL).

The Certificate was amended by an Order Approving Amendment Subject to Conditions issued on November 28, 2023 (Certificate Amendment 1). On or about January 9, 2026, the Applicant will file an application pursuant to PSL §§ 162, 164 and 16 NYCRR Part 1000 for a second amendment to the

Certificate (Certificate Amendment 2 Application) requesting a modification to Certificate Condition 68(d) regarding long-term noise modeling.

The Certificate and Certificate Amendment 1 authorize Alle-Catt to construct the Facility— a 340-megawatt (MW) wind-powered electric generation facility with up to 83 wind

turbines located in the Towns of Centerville and Rushford in Allegany County, the Towns of Farmersville and Freedom in Cattaraugus County, and the Town of Arcade in Wyoming County,

New York. The Facility includes commercial-scale wind turbines, access roads, an electrical

collection system including lines connecting the wind turbines to a Project Substation, an operation and maintenance (O&M) building, and electrical interconnection facilities. Power from the Facility will be delivered to a new point of interconnection (POI) switchyard located adjacent to National Grid’s 345-kilovolt (kV) line between National Grid’s Stolle Road and Five Mile Road substations, via a 345-kV alternating current overhead transmission facility. The transmission facility was approved pursuant to PSL Article VII by the New York State Public Service Commission

(Commission) on December 18, 2023. Alle-Catt is not requesting an amendment to the Article VII

Certificate.

The Certificate Amendment 2 Application requests a deletion of the requirement in Certificate Condition 68(d) that pre-construction sound modeling demonstrate conformance with an annual equivalent continuous average design goal. If granted, the amendment will bring the pre-construction noise modeling that Alle-Catt is required to conduct into conformance with the

State’s currently applicable requirements but will not reduce the enforceable noise limits. This notice is being provided in accordance with 16 NYCRR § 1000.7. A copy of the Certificate Amendment 2 Application will be served on the Chief Executive Officer of each municipality in

which any portion of the Facility is located, as well as those persons and agencies enumerated in 16 NYCRR §§ 1000.7 and 1000.16. Those wishing to participate in the proceeding must advise

the Secretary within 10 days of this notice, via e-mail or mail, as indicated below.
