BIDDERS
FOR THE
CONSTRUCTION
OF AIRFIELD LIGHTING,
SIGNAGE, AND NAVAIDS
REPLACEMENT AT THE
CATTARAUGUS COUNTY-OLEAN AIRPORT
OLEAN, NEW YORK
Sealed proposals for the construction of the AIRFIELD LIGHTING,
SIGNAGE, AND NAVAIDS
REPLACEMENT Contract will be received at the City of Olean Municipal Building, Department of Public Works, 101 East State Street, Olean, New York 14760 until 2:00 pm,
local time, April 23, 2026, and there, at said office, Room 211, at said time, opened and read aloud.
This project generally includes the
replacement of the lighting system for Runway 4-22,
Taxiway A, Taxiway B, Runway
4-22 REILs and Runway 4-22 PAPIs. This includes all the runway and taxiway edge lights for the entire airfield. Also included is the replacement of all airfield guidance signs associated with the runways and taxiways. This will include signage for Runway 4-22, Turf Runway 16-34, and all Taxiways. Existing turf runway retroreflective markers removed and replaced. The project will also include the replacement of all associated cabling and conduit for the runway and taxiway circuits. The project would also include rehabilitation of the existing airfield lighting vault to replace the constant current regulators.

After award, the low bidder shall be prepared to hold bid prices for anticipated start of construction, expected in the Spring of 2027, dependent on weather. The execution of the construction Contract is dependent upon the receipt of an FAA grant offer and is expected no earlier than September 2026. This Contract does not allow for price escalation in unit bid items. The Contractor shall take this into consideration when preparing unit prices for bidding.
Each proposal must be accompanied by a certified check or bid bond, in the amount of ten percent (10%) of the total maximum proposal price for the contract in the form and subject to the conditions provided in the Preparation of Proposal.
Any request regarding the bidding of this project shall be directed, in writing only, to Brandon Rogers, P.E., of C&S Engineers Inc., e-mail brogers@cscos.com.A non-mandatory pre-bid meeting will be held at the airport and has been scheduled for
Wednesday, April 8, 2026, 10:00 a.m. in order to review the specific requirements of this
contract.
The Owner reserves the right to waive any informality in the proposal, and to reject any and all proposals
