General Notice
Town of Friendship (Owner) is requesting Bids for the construction of the following Project:
Water System
Improvements
HUNT 1119-010
Sealed bids are requested for multiple prime contract(s) will be received at the Town of Friendship located at PO Box 177, 4 East Main Street, Friendship, NY 14739, until April 2, 2026 at 2:00pm local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Construction of a new well house with piping, submersible pump, recirculation pump, chlorination, blended orthophosphate/polyphosphate, new ground level glass-fused-to-steel water storage tank with inlet piping and outlet/transmission piping, connection to existing water system, and appurtenances.

Obtaining the

Documents
Bid Documents may be obtained from the document distributor: Dataflow, Inc. via their designated web portal: www.nyplanroom.com. Office: 210 W. Gray Street, Elmira, NY 14901, phone (607) 734-8955 or
(607) 772-2001 or BidSupport@goDataflow.com. Ordering from this web portal automatically places the prospective bidder on the plan holders’ list. This designated web portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a bid for the project. All official notifications, addenda, and other bidding documents will be offered through the designated web portal with notifications to registered bidders. Neither the Owner, Construction Manager, Architect/Engineer, nor Dataflow, Inc., as applicable will be responsible for bidding documents, including addenda, if any, that are obtained from sources other than the designated web portal.
Bid documents including plans and specifications are available for electronic download for a non-refundable fee of $49.00 payable by credit card. Bid documents including printed sets of plans and specifications may be ordered in paper format for a refundable fee of $50.00 payable by credit card. Non-refundable shipping charges may apply.
Refunds for printed sets will be made by Dataflow directly to the credit card provided by the bidder. Refunds for payment of one (1) copy of the printed sets will be made to those submitting bids on the forms furnished, if the printed set is returned in good condition to Dataflow within 30 days from the award of the contract or rejection of bids. Any non-bidder may be refunded their deposit only upon returning printed set PRIOR to bid opening.
Pre-bid Conference
A pre-bid conference for the Project will be held on March 12, 2026 at 10:00am at the Town of Friendship town hall located at 4 East Main Street, Friendship, NY 14739. Attendance at the pre-bid conference is encouraged but not
required.

Questions
All questions prior to the bid opening must be received by the close of business on March 26, 2026 at 5:00pm local time. Questions shall be directed to Hunt Engineers, Architects, Land Surveyors, & Landscape Architect DPC, to Mary Brown at brownm@hunt-eas.com or 607-358-1000 ext. 1105. All bidders request for information shall use the form located in specification 00 12 00 – Request for Information. A digital copy of this form is available upon request.
As bid security, each bid shall be accompanied by a certified check or Bid Bond made payable to the Town of Friendship, in accordance with the amounts and terms described in the Instructions to Bidders
The Owner requires that all bids shall comply with the bidding requirements specified in the Instructions to Bidders. The Owner may, at their discretion, waive informalities in bids, but is not obligated to do so, nor does this represent that the Owner will do so. The Owner also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality which, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders. No bidder may withdraw their bid within forty-five (45) days after the actual date of the opening, unless a mistake due to error is claimed by the Bidder in accordance with the Instructions to Bidders.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. Bidders must comply with Section 220-I of NYS Labor Law, and provide Certificate of Registration as a part of their bid.
All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between EPA and the Town of Friendship. In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) – 2 CFR Part 200, 40 CFR
Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but no limited to: he Davis-Bacon Act; EPA’s Disadvantaged Business Enterprise (DBE) program; Build America, Buy America (BABA) Act; and American Iron and Steel (AIS) Act.
The contractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in termination of this contract or other legally available remedies.
