V. Perry Carter

TOCCOA, Ga. — V. Perry Carter, age 96, of Toccoa, passed away Thursday, July 16, 2026, at The Clary Center in Toccoa.

A son of the late Roy and Laura Fulford Carter, he was born July 15, 1930, in Friendship, N.Y., having lived in New York for most of his life before moving to Toccoa to be close to his sister, Patricia Carter Windus.

He was retired from New York State Insurance Department as a claims representative and was a veteran of the U.S. Army.

He enjoyed hunting, trimming Christmas trees on his property, ballroom dancing and traveling overseas to see his sister and niece that were missionaries.

He was a member of United Church of Friendship New York and a member of Masonic Lodge 306.

He is survived by his sister, Patricia Carter Windus of Toccoa; niece, Anne (Don) Windus Kelley of Toccoa; and nephews, Peter (Lila) Windus of Eastanollee, Paul (Kelly) Windus of Ozark, Ala. and Allen Windus of Toccoa.

He was preceded in death by his parents.

A memorial service will be held at 11 a.m. Saturday (July 25, 2026) at the United Church of Friendship. Pastor Bill Beck will officiate. Burial will be in Mount Hope Cemetery.
