Area scouts plant flowers as part of Children's Day observances in Franchot Park in Olean. The city's 31st observance of the day was marked with plantings at the Children's Annual Memorial Flower Garden near the east entrance of the park, as well as a proclamation by Mayor Amy Sherburne, disc golf, face painting, refreshments and a basket raffle.
