Homicide, arson charges after North Ninth fire
OLEAN — A woman is facing arson and homicide charges after a Monday evening fire claimed the life of an Olean senior citizen.
The Olean Police Department’s Criminal Investigation Unit reported Tuesday morning that Diane M. Casciani, 42, no address given, was charged with second-degree arson, a class B felony; and first-degree reckless endangerment, a class D felony; and criminally negligent homicide, a class E felony, following a report of a fire at 137 N. Ninth St. at about 5:30 p.m. Monday.
City firefighters reported that when they arrived a few minutes later that smoke was coming from the second floor windows of the two-story structure. A crew, informed that someone was still inside, searched the apartment and discovered a victim who passed away. The victim was identified Tuesday by police as Carole Landrau, 76, a resident of the apartment.
Police, working with city fire investigators, determined the cause of the fire was arson. Officials said Casciani had been staying in the apartment before the fire and accuse her of starting the blaze.
Casciani was taken to the Cattaraugus County Jail to await further court proceedings.
An unidentified male resident was injured during the fire, police said. He was treated for burns at Olean General Hospital and released. A firefighter was treated at the scene for overexertion.
Temperatures were in the high 80s at the time, and extra personnel were called in from Allegany, Portville and the town of Olean fire departments due to the heat. Also assisting at the scene were New York State Police, Trans Am Ambulance, and the state Office of Fire Prevention and Control. Firefighters from Hinsdale and Westons Mills and Allegany EMS were on standby.
Cattaraugus County property records indicate 317-319 N. Ninth St. is owned by Danny and Melissa Smith of Allegany, was built in 1915, and along with another building on the site has a full market value of about $96,000.
